How would I go about making it so like everyone 10minutes on my server a message appears in chat that says like "The forums are located at: BLABHLABHAVKBB"

This is the first time ive ever bought a server joined the IRC chat for help and got it INSTANTLY!!! I now know how to add maps and erverything in under 5minutes thanks to the great support staff!!!
