There is a problem with your ULX. Make sure that your "Superadmin" group is all lowercase "superadmin" and if that still doesn't give you those commands you should just get a fresh install of ULX

I would go with the three core, just to be on the safe side, as kraze said the CPU usage was about 64% normalized, and i wouldn't want my CPU going over 50% because that's when you usually see performance dips.

You should be able to setup a scheduled restart in the 'Server control' and it restarts the server gracefully whether there are players on or not.
