Some questions on vps server rental:

Can I install the following on a windows server 2012?
- Licensed ts3 server (my own license)
- Licensed tcadmin server (my own license)


How do you setup different games with different ip's?

How many game servers can you create with 24 slots per server with this vps?

Four full, dedicated HT CPU cores (Nehalem or better)
4096 MB of RAM
400 GB of RAID-protected storage
16000 GB of bandwidth transfer

How many voice server can you crate with the above vps?

Yes you can run a licensed TS3 and TCAdmin install.

IP binding is normally done by the game server software, you would need to order multiple IP addresses and you could bind each game server to its own IP. You could run multiple game servers on the same IP though, and just change the port.

The capacity of the vps is greatly dependent on the game you are running, its engine, and the server configuration. I would guess you would easily be able to run 4 servers on that VDS, possibly more. If you do manage to run 4 servers on it, and fill them up, you can check resource usage to see if adding more would be possible.

Voice servers are generally very low CPU/RAM usage applications, you can probably run hundreds if not thousands of slots on a 4-core VDS. My Teamspeak server which is 128 slot and gets to ~90 people daily only uses a few % CPU and 100MB ram, and a few Mbit of bandwidth.
