Once the paypal subscription is activated, it takes about 5 minutes.

As far as I can see, there are no pending creations, and all server creations have gone smoothly and quickly so far today. Are you sure you signed up for the Paypal subscription? Please let us know in IRC/Live chat/email as mentioned above.
