control panel help with cs 1.6 server

i am trying to put messages on my cs 1.6 server. i cant find out where i put them. and im not talking about the ''message to repeat in the center of the screen on server.'' I want to display messages in the chat on the bottom left of the screen. so if someone types 'vent' or 'website' or '/admin' then a list of those commands would be displayed. for example: if a player types 'ventrilo' then our ventrilo information will be displayed in the chat. same for 'website' and etc.
