Some examples of settings that are adjustable there are:

• Maximum allowed latency
• Zombie spawn chance
• Item durability
• Weather frequency

This file is divided into sections by difficulty, you'll need to ensure you adjust the section specific to the difficulty you've set for the server. If you've not manually set the difficulty via the "Mode" command, you'll need to adjust the "Normal" difficulty section.
