Well in that case I can tell you, it was extremely easy to setup and get online. Downside is you have to own the game to have access to the server files. Currently on my new uber rig, it is using about 640 megs of RAM and 2% CPU while sitting idle. This server is set with 40 slots, and is pretty vanilla in settings. You can bind the IP and PORT. So that being said, you may wish to consider this even in its current state. When I was on my server, it ran real smooth, even with hordes of zombies chasing me. There does seem to be some demand for quality servers.

The server and admin config files are XML format. I will attach my server xml so you can see what it looks like.
