how to run command on a user on the server

when i was in a similar nuclearfallout server, the admin changed my name somehow and added a tag in front of my name. what is the command to do this now that i have my own server. thanks in advance

you most likely have to download a plugin. Go to http://www.amxmodx.org and search 'execlient or amx_clexec.amxx'

figured it out, it is through the mani plugin. in console type ma_cexec "partial name / steam id" "command"
