ScoutzKnivez question

Sorry if this is posted in the wrong area or if this is not the forum but I'm trying to do something and have searched for 30mins now and can not find the solution. This is ScoutzKnivez specific. I have seen where the winning team keeps there remaining bullets and gets another fresh clip upon spawn. I don't know if this is a plugin or a custom map but I've seen it on a few servers and it seems to not be map specific there. Any help would be greatly appreciated.
