Here is some information I've gathered on each.

Mutators

To add mutators, the process should look like this:

Installation:
  1. Download the mutator
  2. Extract all files from the archive
  3. Place the files from the package into the corresponding locations:
    Any config files (.ini) should go into your ROGame\Config folder
    Any localization files (.int) go into the ROGame\Localization folder
    The mutator file(s) (.u) go into the ROGame\CookedPCServer folder
  4. Restart your server (you need to do this or else the server will not find the mutator)
Activation:
  1. Open your servers web-admin tool
  2. Go to the Change Map page
  3. Select your game type and map
  4. At the Additional URL variables field you add ?mutator=MutatorNameHere.MutatorNameHere
  5. Finally, load the map
If you have more than one mutator you want to run on your server, you can add them to your url, comma delimited.

Example: ?mutator=Mutator1.Mutator1,Mutator2.Mutator2

Order is not important.

Custom Maps

For adding custom maps, you normally need to do 3 things.
  1. Download the map and put the .upk into the ROGame\CookedPCServer folder
  2. Add the map file to your redirect server.
  3. Add a config section for your map.
The instructions for steps 2 and 3 are located on the Tripwire Interactive wiki, here: http://wiki.tripwireinteractive.com/ind ... p_Redirect

For step 3, if you prefer not to clutter your ROGame.ini file, you can also make a .ini file for each custom map you want to add. The contents will be the same as what's on the wiki, and the name will be the name of the map.

Example: TE-Spray_Does_Not_Map.ini

Note: Make sure you server is stopped before editing any running config files like ROGame.ini. It will be overwritten otherwise.

TWI has said they are extremely similar, so I would imagine the process is near identical.
@Kraze^NFo> Juski has a very valid point
@Juski> Got my new signature, thanks!
@Kraze^NFo> Out of context!
@Juski> Doesn't matter!
@Juski> You said I had a valid point! You can't take it back now! It's out there!

As far as I can tell, for the mods section of their forums they just tacked on "RS", so it should be identical.

Set your minplayers to the number of bots you would like in the server by default.

Custom maps can be downloaded on the TripWire Interactive forums, they have a forum section devoted to this. I'm not sure about the compatibility.
