really slow vpn speeds with softether

hi i been experiencing really slow vpn speeds recently , when taking a speed test through google , the download speed is always lower than 10 Mbps , the upload speed would sometimes be over 60 Mbps , but now its also lower than 10 Mbps , i tried rebooting the server several times , i went from Ubuntu 18.04 to Ubuntu 20.04 , and still slow speeds . the latency is good , when taking a speed test through google it would be 4-8 ms . i don't know what else to do . by the way i use the server as a vpn .

Have you tested TCP vs UDP? Is it sending any fragmented packets? Do you see any packet loss in an MTR?

When I say test, I mean using one protocol versus the other as an option when you connect.
