Is the database on NFO's webhosting? If so, is "allow external connections" checked?

How are you managing it, through CLI or an administration tool like phpmyadmin? You need to allow your IP addresses access to whatever user you are trying to log in as.

First off, xampp isn't very good and you should really install your own app stack or secure your xampp installtion.

Xampp came with phpmyadmin, use that to add your home IP address to the root user.

What do you mean by "got fucked"?

Have you tried deleting and recreating the database?

No, basically I'm trying to set up something called a white listing panel for arma 3 and each time I get the same error. I believe it is something to do with the database but it may be something to do with the web host. Last time the guy who replied came on teamviewer and sorted it for me but now it's a new VPS
