Ark Beyond API install on managed dedicated server HELP

I have tried countless times to install this and once i have the files in the server will not start. as i do not have access to console output beyond cheats can not help me trouble shoot beyond saying maybe nfo doesnt allow exe. to run realy want this to work on this server and let my other server go. when i asked tech for help i was told to post here. I do currently have this installed and working on a different host so i do know it works, and i made sure the file structure etc matched up
