Cannot connect from China?

Cannot connect from China?

Runnning a Minecraft server currently,
I have a friend from china that cannot connect to it, or gets kicked out as soon as he connects. Is there anything that would block a client from china?
My server reports that he timed out but he has no problems connecting to others.
He is also able to connect to my Teamspeak server without problems.
Game Server is a windows server based in Atlanta
TS3 Server is Debian, in Chicago.

Any ideas?

The GFW could be coming into play. Are they able to ping the server?

yes he can ping the server.

I'd recommend that you go ahead and shoot us a help request using the Help! tab on your panel here.

We should be able to run network tests and investigate this further.
