1) How do I access the unamnaged VDS windows server by FTP?
2) I have installed a Homefront server, but on launch I get error:
Failed to load Steam ServiceServiceStart: failed to start
I have googled it, but can't find a solution yet.
I am using the following command line to start the server:
HFDedicated.exe SERVER ?maxplayers=32 -multihome=74.201.57.251 -queryport=27015 -authport=27021 -rconport1=27025 -rconport2=27026 -configsubdir=DedicatedProfile_27015 -nohomedir
I am thinking something in the command line might be causing it.

1) Not sure that link helps me. The admin panels use FTP to upload scripts, so I need an ip, login and password to connect. Not sure if I can.
I am going to see if the panel can be run directly on the server itself, but I have to inquire on how to set it up. Thanks.

On #2, yes. I constantly see that with servers I run myself and was also worried at first. Everything still runs fine though with no problems, so it can be safely ignored.

For #1, you may have missed the bit at the end of the KB article, which explains how you can get FTP set up:
If you'd prefer to run FTP, we suggest going with FileZilla Server on Windows: http://wiki.filezilla-project.org/FileZilla_FTP_Server. On Linux, vsftpd is the preferred solution ("emerge vsftpd" or "yum install vsftpd" for Gentoo or CentOS, respectively).
