Website setup

So when I last had a server and website from here the website was already setup. I had someone helping me last time so does that mean they had set the site up? How would I go about setting up the website? I'm relatively new to this so any help would be greatly appreciated.

The web site Is setup in that the OS and Apache (web server) are installed for you. It is a default setup and you then install whatever web site or CMS you wish to use. There are some software for you to install from your control panel, like Word Press, maybe Drupal or Phpbb. If you do not install anything, then your website just appears as a blank page.
