Most pure location changes now retain grandfathering

We have adjusted our system so that price grandfathering is retained whenever certain changes (and no others) are made to a server package:

- The server is moved to a different location that has the same or lower prices
- Stats are removed
- Once a day stats are added

This means that if you take advantage of a new sale, you can move your server to different locations afterward and not have to worry about a price increase, as long as you go to a location that has the same or lower prices on our order page. For instance, moving between two "InterNAP" locations would not raise the price, but moving a game server from a "InterNAP Seattle" to "Premium Seattle" might.

If any other change is made, such as an adjustment to the billing frequency, server type, or number of servers, the price for the entire package will be updated as it was before.
