Valve's WON servers are currently having some problems that result in clients not being able to connect and servers taking a long time to start or not being able to start at all. Hopefully these will end soon, but in the meantime I'd recommend against restarting your server.
Update (12:36pm): Looks like they fixed WON now, so everything should be back to normal. If you continue to have problems, please email me.
