BF3 Preordered Servers- When can we configure?

I was told that the maps will probably be like in BF2,,,that is the player slots will determine the size or playable area of the map. 64 slot full access 32 half and henceforth limit the vehicles..Is this true?? If so does anyone know the least amount of slots to enable full vehicles? TY
