Few Questions that I couldn't find answers on through search

1. I'd like to set up a warp toll system, (eg, 10$ from balance to warp)

2. How can I use a nether portal as a warp (eg, they walk into it and its set to a /warp create that I made earlier like shops, then it asks them if they want to warp and that it will cost $10)

3. How to set up a delay when they want to warp (eg, 5 seconds to warp)

I tried looking online but couldn't find much. If you guys can help me out it'd be awesome!

Also, how can I set it up on factions (if anyone knows) on allowing each player a default build area (32x32 for noble, 45x45 for greater noble, etc)
