Hey guys im trying to get a BTW server up and running but im not having luck... i have uploaded the modified .Jar file and reset the server but when i reset it the server says its stopping and will continue and not start up so i have to change it back to the original file... idk whats going wrong with it. Any incite would be greatly appreciated and yes i am very new at this...

Are you sure you gave it enough time to restart? Minecraft can take a couple of minutes to restart sometimes, especially if mods are being used. If so, the log should have more information on what the problem is.
