autokick and tkpenality

I have installed a tk manager in both of our servers and also commented in the server cfg these two lines:

mp_autokick 0
mp_tkpenality 0

The server is set to 3 tks but my manager is set to 4. My question is and my problem as well, is i want to disable that 3 tk kick but i thought i already have done this by setting those two commands above in my server.cfg. Am i doing something wrong or wait should it be sv_auto, sv_tk...hmmm.

Those two commands actually need to be there, otherwise they will be set to the game's default (which is on; setting them to 0 turns them off).
If this is a CS:Source server, you might also want to look into the command mp_spawnprotectiontime which auto-kicks for TK'ing in the first 5 (by default) seconds of a round.
