When players try to view the stats at outlaw.nuclearfallout.net they get a message saying "Forbidden. You don not have access...."

Anyway to fix this?

When I checked this out a few days ago for a renter, it was a problem with AMX mod (disabling AMX mod fixed the problem). AMX mod is not a game we directly support, but I encourage you to read their documentation to help you find the problem.
