banned.cfg file problem (clearing)

Having a problem with the banned.cfg file on our server clearing itself.
This does not seem to be happening on a regular basis, it could go a week or so without happening, then happen 3 or 4 times in one day.

Ive tested the adminmod and amxmodx ban and unban commands multiple times to see if thats the problem, so far I cant get it to clear.
Other things tested would be banning through amxmodmenu, and through HLSW, both have not cleared it so far.

I have tried these on different days at different times, even had others try theirs.

The only recent change to our server involving the banned.cfg file is I moved it from server.cfg to autoexec.cfg to speed up map changes.
We were having the clearing problem before the file exec location was changed.

Thanks in advance for any advice or help...I've searched around for people having the same problem, maybe i didnt look good enough:)

Lastly, Our server is CS 1.6.

It is a long time bug with banned.cfg. The easiest solution is to just make a copy of it and rename it to banned2.cfg, then put exec banned2.cfg into the autoexec.cfg. That will keep everyone banned and never clear banned2.cfg unless done so manually.
