Was reserved slots fixed with the new R5 Update?

Reserved slots still don't work as intended, no. R5 fixed one of the problems with client disconnections, and that's about it.

Is vars.adminPassword = rcon pass or is it for something else?

Is there a command to enable/disable squad voice chat? I can't tell if its working or not.

vars.adminPassword is the rcon password. This is something you'll need to change through the Easy setup page, though, or you'll seriously break things .

There aren't commands to control voice chat right now.

Will DICE allow us access to the PB folder, so we can download PB screenshots?
Are we able to link all the pbss on a private webpage to view them?

You can access the "svss" folder through the control panel here, yes. Currently there's no way to tie it to a website, so you'd have to download + reupload them somewhere.
