2 questions.
1. how do i change what staff rank can target who with the phys gun.
ex: My admins can pickup a superadmin.
2. how do i setup custom classes such as VIP jobs?

I'm going to assume you're talking about DarkRP here, right?
To answer your first question, you're going to want to set all your ranks to not be able to target any ranks above them. This should be able to help: http://forums.ulyssesmod.net/index.php?topic=5206.0
