I installed both of them and then i started my server up when i joined the server Ulx and Ulib wasnt working

How did you install ULX and ULiB? If you used the SVN tool in the control panel try logging into your FTP and checking your svn-results.log file to see confirm it downloaded properly without errors. Even if you didn't, I'd also recommend enabling -condebug via the "Server control" tab in your control panel and rebooting your server so that you can view your console.log file in FTP, which can contain helpful errors.

Your console could also contain errors, if any please post them here.
Also if you are running on a linux server or anything all of the folders for addons NEED to be lower case, depending on the OS.
