I'll give you a short step-by-step process.
  1. Upload all custom files to your server (maps, models, gamemode, etc.)
  2. Once uploaded, go to the Websync page and click Sync files
    • It's not required, but I recommend also checking Sync this for me again every morning. This way it automatically updates if you forget to after adding content.
  3. After that, you should be all set. It automatically adds your sv_downloadurl to server.cfg and you can visit your FastDL at yoursite.site.nfoservers.com/server
Hope this helps. If you need more assistance, feel free to add me on Steam. http://steamcommunity.com/id/trippst3r

After you perform a websync (Assuming you are on a regular game server and have our webhosting), you can simply use this tool I created: http://www.configcreator.com/create/gmod/resources.lua

This will create the resources.lua file that can be placed in the garrysmod/lua/server/autorun/ directory to force clients to download your custom content from the webhosting.

1 : create the resource.lua and place it under that folder you told me
2 : just run websync and the webhost will copy my content from the gameserver to the webhost
3: sv_download url
