Steam API registered to webhost domain - check.
API and collection ID information set up in easy setup under specific settings - check.
Set up server.cfg to work with webhost, sv_downloadurl ..etc - check.
Set up workshop.lua file with resource.AddWorkshop( "collection ids here for each playermodel" ) - check.
Websynced - check.
Yet some players are still seeing errors for the playermodels, not all of them, just some. It varies for players.
I am confused.
Anyone have insight as to why it's doing this?

Have you identified what models are giving players errors? if so, check and make sure that they are added to your force download file. You may also want to be sure that the models are downloading to the server by enabling -condebug via the server control tab in your control panel and viewing your server.log file.
