i want to have it where players can toggle god on them with out admin and not have other players remove there god,,

Pretty sure it is just a matter of setting them into a group and allowing them to only target themselves. Like how admins can target everyone except super admins. You can set it so a person can only target themselves. Once you give the permission of the command to a group it should open to the side and say restrict players.

i did do that but for some reason they can ungod other players

how do you make it so you can only target yourself

When you go to change permissions for a user group in ULX, there is a section on the right that allows you to change who you are able to target. You would need to modify the value there.
