Usergroups not saving

Hello,

A few days ago my server experienced a problem that refuses to fix.

Problem:
ULX Usergroups will not save after restarts or relogs

Things I have tried:

• Cleared the data folder.
  Re-Install of ULX && ULib.
  Server Restore.
  Tested ULX && ULib on another server and seems to work fine.

Whenever I restart the server and Initial Spawn everyone has the correct rank then if the player Relogs their ranks are reset.

There are no Lua errors pertaining to ULX or ULib.
I am really out of Ideas now.

Any help is greatly appreciated.
