Warmup gift message

I'm running a scrim server with the CEVO pre-game config and it works fine but I'm sure all of you are familiar with the message at the top saying that a person has given X amount of gifts in the warmup round before the game is live. (picture below if needed) Well I want to know if there is any way to disable the gift message at the top, I've seen a few servers have it disabled so I know there's a way I just couldn't get any info on it.
