I haven't been able to figure this one out, but then again, it's really my first server. Would anyone be able to provide me with insight on how to set up so when people connect to my server, it'll show my site to them? I wanted to particularly set up a URL with rules or perhaps some small news.
If anyone has any input, it'd be greatly appreciated.

You should be able to create an MOTD.txt file place HTML within the file. This file will them go into the csgo/ folder in your server. There are still some problems with MOTD, though.

Another thing you can do, is create the motd.txt file, and on the first (AND ONLY) line type a web site address, mine points to my own personal MOTD page on my own web site, all of my servers use it. This will automatically load WHATEVER URL is in that first line to the motd that pops up when people join your server.
The motd.txt file goes into the csgo directory (same directory level as gamemodes.txt and gamemodes_server.txt)
Example motd.txt
This will make the motd.txt go to google
