Spectators able to hear both teams?

I noticed spectators are able to hear both teams talking...is there a way to disable this?

sv_force_alltalk 0 (I think this depends on game mode and it might not do what you want, all I know is it's there and supposedly when 1 all players, spec or not, can hear all players.)

Where are you setting it? With cvars in so many places, it may be that it is being overridden. Have you checked the value of the cvar through rcon while the server is running, after it has fully loaded the map?
