This is not just my server, this is happening to most of the game servers for CS:GO.
John, is there a way for you to report this to Valve directly? This has been going on for months and this is becoming super annoying and the only way to fix this is to restart the servers.
This happens when steam is having issues with their cloud network I believe, but I cannot confirm this 100%.
CS:S is fine, just happens with CS:GO only.
Even a vanilla server has the same issues.

I don't know what causes that apart from that it's something within Steam. It might be happening when their Steam servers are overloaded or unreachable.
The Steam stats graph at http://store.steampowered.com/stats/ does show problems today, and it showed problems yesterday. We saw a corresponding dip in player usage for Steam-based games at the same time.
(There was also a big jump in bandwidth usage -- http://store.steampowered.com/stats/content/ -- so possibly a big game update came out for a game we can't host.)

Thanks, the timing matches when we were having these issues, so does other servers.
