New server setup help

I just bought a server and need help with a few things:


How do I setup admin commands? How do I bind it to a key? How do I limit the AWP/Auto to just one per side? Why won't my server show up when I specifically type it in even? I can connect by console commanding "connect serverip" but it won't show in the browser. How do I enable a stats/rank plugin? Any beginner tutorials on all these things?

For the admin you can use sourcemod, if you look under the 'Autoinstallers' page in your control panel you can install the latest version from there. Once done you can enter your steamid in the box on the same page and you will have full admin. To use admin in-game you can type sm_admin in console or bind it to a key, example: bind - "sm_admin".
