Arma 3 Hosting and Steam

Trying to host a dedicated Arma 3 server.

I am having issues getting Steam to run in offline mode on a Windows Server 2008 R2 hosted here. I am able to get steam to work in online mode and make sure that remember my password and allow this computer to save my login inofrmation is enabled, but when I restart it in 'Offline' mode it says that there is not any login information stored on the server. I can then log straight into steam in online mode without having to type in my username or password so I know it is stored on the server. I had another server hosted elsewhere, that did not have this issue. I do not want to have to go back there as it cost alot more than over here. Anyone have any ideas on how to make this work.

OK. I got it working so if anyone else has this issue, this is what I had to do.

Install Steam on the server. Zip up my entire steam folder on my local PC. Overwrite all the files on the server with the files from my local PC. Then it magically launched in offline mode.
