Connecting to RCon

I cannot figure out how to connect my GAME SERVER not VDS to an RCon tool. I've tried the Battleye console, and daRT. I cannot use my Address I have to use the plain IP but I can not find a port number to go along with this. I've tried 2302 (my address' port) but even that doesn't work. Battleye removed the ingame commands for banning players because of ingame admin hacks. This is now the only way I know to have it set up. I do have the RConPassword <password> set up in my beserver.cfg file and still nothing. Just wondering if I can get some help figuring this out. Thank you!

What do I put in for port, I found the Plain IP address but when i try and connect it says could not connect to server.
