Have you double checked to make sure you are using the proper ports?

The game port is 25200, but rcon tools need to connect to the rcon port. The rcon port is 47200.

Yes there is a lot, the thing is I was looking at the description where it said the game port, I assumed then that it was the same port as in BF3

Do you have the correct rcon port to your server set? It's not the same as the game port.

At the moment, GSP's have been instructed not to use the development version of Procon with their customers, so until they provide an official release, you can't use GSP hosted Procon yet. Unless they put out a release today.

I have offered members here who are hosting with me the dev version so they would be able to go ahead an begin setting up their Procon settings for their servers.

Your only other option is to host it yourself until an official release comes out.
