Why admin doesnt kicks cheaters?

Why admin doesnt kicks cheaters?

I like play cs in Netopia ice world(216.31.148.133:27015). I have a question. In Netopia ice world, no one can buy gun or other objects like kevlar, Grenade, Flashberg and so on. But I found many people who in this sever have Kevlar, Grenade and Flashberg, even DesertEagle. Are they hacker? If yes, why admin doesnt kicks them?

In fy_iceworld, there is a buy zone in the center of the map. ;)
