Lag Problems

Server: hadoken.nuclearfallout.net
Game: CS 1.6

For a while my server has had problems with periodic short lockups (1-2 seconds). It's been like this for I would say about as long as I've had the server. They happen probably a couple times each day. It can really ruin the gameplay and I was wondering if there is any way I could fix these.

Next, the main reason I'm posting this is yesterday and even more so today, my server has been having severe long lockups. Yesterday it happened once or twice for 30-60 seconds and today it has been happening every minute or two for 15-30 seconds. I haven't done anything to change the server in the last day or two so I'm at a loss for what is causing this.

This piece of hardware is not anywhere near to showing strains of use. It's way below. It's at about 6 percent. This maybe some configuration issue with your server. Could you please click on the live chat button in the control panel or visit our specialists on our irc support channel on the gamesurge network: #nfo-support.

Well I talked to someone on IRC who said the lag in the morning may be from maintenance. But this lag happens every morning for a few hours until about noon EST and the lag makes the server completely unplayable for a couple hours. I can't imagine that is from maintenance alone. I was also told to send a traceroute to rentals@nuclearfallout which I did and got the following response.
This would be something that your ISP needs to resolve, I recommend that you call them up asap and provide this backtrace data if possible. There is the obvious peering issue on their own network that they are absorbing from adelphia.

Now I'm not sure what to do, I'm pretty sure the lag isn't on my end because it effects everyone on the server and when it happens the server will freeze for upwards of 30 seconds and when it unfreezes only a few seconds have gone by on the server.

Also the really bad lag only started in the last week or so and I don't believe I made any changes to the server that would cause it.

I'm sorry, I overlooked the fact that you are connecting from the ATL area and that latency increase is due to the distance factor.

Our maintenance is done about 7-8am local time to the server, therefore about 10-11 EST for you, which is consistent. May I ask why you have a LA server instead of an ATL one? This wouldn't be a problem if it was local to you unless you play at 7am as well.
