I just upgraded to HL Stats, did the autoinstaller tried restarting server but nothing working
What else do i have to do?

Are you saying that the webpage URL is not responding? If so, please contact us directly through the "Help" page in your control panel.

In troubleshooting another customer's problem today, I found a couple of glitches that may have affected you.
First, try going into the HLStatsX:CE admin pages, then going to "Game settings"->[your game type]->"Edit server"->"CONFIGURE". Just viewing that page should initialize some important settings needed to make the plugin work.
After doing this, re-install the HLStatsX plugin via the Autoinstallers page. This will make sure that the rcon password is set correctly and restart the stats daemon for you.
