Did you make a similar post over at Valve or Steam where they actually control this issue?

You might try deleting custom.hpk on your client and server. Also, make sure sv_allowdownload is set to 1 as is sv_allowupload, and ditto on your client with cl_allowdownload and cl_allowupload.

It won't help deleting that...Valve needs to fix the problem.

Not sure exactly what you meant by that but it is a good idea to delete your custom.hpk periodically. If you don't it can grow quite large and cause problems in the game. It is also good to delete it after any major game update. Depending on what was updated, it can cause problems with map loading etc.

Our script automatically deletes it after major game updates and the game should delete it after it grows to a megabyte in size, but those are still good general rules.
