It seems that the teams aren't auto balancing even though with a official server that option is checked. And if I try and move someone manually nothing happens. Is this a glitch or am I doing something wrong.

Moving manually won't work because of restrictions on Official servers, unfortunately.
Auto-balancing hasn't been terribly good in other Frostbite games. I keep hoping it will get better.
