Ok, for some reason my client isn't downloading the bzipped file.

Correct, I am not sure what could be causing this issue either.

hmm I really have no idea.. I've searched around a come up with nothing

all I have done was restart the server!

oh hey, you could try again.. I just added sv_allowdownload 1 to the server config.. that should help out!
