PB causing lagg spikes?

Will PB cause spike and laggs in our server.I pulled this from our logs and its quile a long list but heres a small sample.

PB has historically been a common source of performance problems and it's very possible that it's hurting you here as well. That error seems to be talking about a client-side update error, though.

So i guess some players need to manually update there PB,One of our admins updated hes PB ,hes guessing thats the cause most lagg spikes probably

We had noticed some players complained of lagg and some players said they were fine.But a majority of players are lagging on our server
