server down

i had recieved an email sayignt hat my server is down due to an oputage

"This morning (Thursday morning), starting from around 4:30am PST and ending at
around 10:15am PST, our provider in LA had routing issues to our Hybrid
bandwidth. Our webserver is hosted on Hybrid bandwidth, so this took down our
site along with any sites that we host for that entire period. The machine
itself did not crash and at this point everything in LA seems to be up and
running again."

i still cant acces the server or my control panel button dealign with the server..

did that cause that problem as well?

the webserver which hosts the control panel was also down.
