How do I open steam CMD? it wont let me open it. error 404.

Is this the download of the steamcmd client? Or an error in steamcmd itself?

Is this when downloading SteamCMD or upon opening? If it's upon opening go to Internet option > connections > Lan settings and select "automatically detect settings".
