You should open a ticket to have a staff member take a closer look.
Do you have the required funds in your Paypal balance? If not, try using a credit/debit card directly with NFO instead of through Paypal.

That one is just what it says. Paypal told us that you couldn't pay through the source that you're using, but was not any more specific. You could try a different source in Paypal or try a credit/debit card directly.
