.cfgs and resets

If I edit any one my .cfgs, .inis, or other files, do I have to restart my server? (Also, does restarting my server slow down others on the same machine?)

when you edit any .cfg's you can just exec them in your hlsw if you want, type exec server.cfg or whatnot

as for .ini's, you gotta reload that map for the plugins to load again. If you plan on doing alot of work on various files, its easy to just load the map or just wait till it loads the next one itself.

as for restarts, I do now know about this, tom and john can answer that :)

Restarting your server shouldn't noticably affect other servers on your machine, since we use exclusively dual CPU configurations. The operating system automatically balances the processes between the CPUs to ensure they don't starve.
